Chris Brewster

Christopher A. Brewster (“Chris”) is a senior attorney and government affairs advisor with extensive experience at the intersection of technology, public policy, federal procurement, and congressional engagement. He advises emerging technology companies on federal market strategy, executive branch and congressional outreach, and government technology initiatives, with a particular focus on enterprise software, cybersecurity, AI, and digital modernization. As a consultant with Potomac International Partners, Mr. Brewster supports clients navigating federal procurement pathways, stakeholder engagement strategies, and opportunities within the legislative and executive branches.

Prior to his consulting work, Mr. Brewster served as a Senior Legal Counsel for Public Sector Legal and Government Relations at Adobe, where he supported the company’s federal, state, local, and Canadian public sector business. In addition to negotiating complex public sector technology agreements, he coordinated executive-level engagement with congressional leadership and House offices to advance digital modernization initiatives and introduce Adobe technologies to legislative stakeholders. Earlier, he served nearly a decade as Administrative Counsel to the Chief Administrative Officer of the U.S. House of Representatives advising on technology procurement, cybersecurity, compliance, and legal business/operational matters for the institution’s administrative operations.

Mr. Brewster also served in senior legal and policy roles at the Department of Defense and the Transportation Security Administration, where his work included national security litigation, legislative affairs, and interagency coordination. A retired Lieutenant Colonel in the United States Marine Corps Reserve, he brings more than 25 years of combined legal, government, and military leadership experience to clients seeking guidance on federal engagement and public sector strategy. He earned his J.D. from the University of San Diego School of Law and his B.S. in Finance from Virginia Commonwealth University.
